1. First of all, the project to be supported should be a
pastoral one.
Reasons:
- The responsible persons who are spreading the Gospel in the mission
countries shall be supported.
- Each department of the Diocese has its specific emphasis, the same is
true for the Office for Mission and Development.
2. A relationship must be given or aimed at between the
Archdiocese of Vienna and the project partners.
Reasons:
- The support should be an expression of the communion of the local
church of Vienna with the mission church at the place
- Support shall not only be given once a time, but over a longer
period
- A longer lasting cooperation in partnership (by giving and receiving)
can cause a lasting development promotion.
3. Persons who are engaged in missionary service - in religious
congregations or as catechists - are to be supported.
Reasons:
- The first mission of the Church is to bring the Gospel to all
people.
- Auxiliary Bishop Florian Kuntner who founded the Office for Mission
& Development in the Archdiocese of Vienna, expressed through the
criteria which he laid down, that the construction of the Church shall
especially be promoted by supporting missionary congregations and
catechists.
- Both target groups contribute much to the construction of the young
Churches and often get little support.
4. The Churches in the 10 poorest countries in the world shall
be particularly supported. These are the following countries, according
to SWI (Austrian Foundation for World Population and International
Cooperation): Sierra Leone, Tanzania, Malawi, Dem. Rep. of Congo, Congo,
Burundi, Jemen (Western Asia), Sambia, Mali and Nigeria.
Reasons:
- Justice is a substantial demand of the Holy Bible and is already
continually demanded by the prophets (tithe for the poor).
- All people shall make the experience that God is a God of Life.
- The Church is called to world-wide solidarity (option for the
poor).
5. The projects are to be examined by and carried out with qualified
institutions:
- Each project has to carry a positive approval by the local Bishop.
- The support of vehicles for missionaries shall only be carried
out by "MIVA"
- Transfers shall only be effected in cooperation with reliable partner
organisations (missio, DKA, MIVA...), which dispose of an appropriate
infrastructure.
